Cet article impose à EDF de mettre aux enchères, pendant vingt ans, des capacités hydroélectriques virtuelles afin d’atteindre une ouverture de 40 % du parc à des tiers. Ce mécanisme de mise en concurrence artificielle fragilise un actif stratégique, organise une captation de valeur au détriment de l’opérateur public et ne garantit ni baisse des prix ni relance de l’investissement. Il convient donc de supprimer cet article.
